Evenweave and linen are usually stitched over two threads, so 28 count works like 14 count aida.
The count tells you how many stitches fit in an inch. On 14 count aida, a design 140 stitches wide is 10 inches across. On 18 count it shrinks to under 8 inches. Add about 3 inches of spare fabric each side for the hoop and the frame.
