Measure your inseam in your riding boots, from the floor to your crotch.
Your inseam sets how high a seat you can handle. New riders should get both feet down, so the seat should be no higher than about inseam minus 2.5 cm. With an 80 cm (31.5 in) inseam that is 77.5 cm, which suits cruisers and most standard bikes. Experienced riders can go about 5 cm higher.
